Harris was born and raised in Rossland, British Columbia, a small skiing community in the West Kootenays. Harris has been practicing law in Prince George since 1975 and loves the lifestyle that the city allows him to have. He has been married for thirty-three years and has a son in his twenties who attends college in Prince George. When Harris is not working his hobbies include skiing, golfing and going to the gym. He is an active member of the Prince George community as a past member of the Regional Governor of the Trial Lawyers Association of British Columbia (TLABC), past member of the Prince George Brain Injured Group (BIG) board, past board member and vice-president of AIMHI (Prince George Association for Community Living), past member of the British Columbia Medical Appeals board, past member of the CNC Board of Trustees, and past member of Fraser-Fort George Museum Society board.
